Join GBCA for a regional economic forecast looking at PA/SJ/DE implications of a recession, how that has impacted construction in the past and how this is different. We will look at various market segments and how they are being impacted by technology and the pandemic with some speculation about the long-term implications on our regional economy.


Stephen P. Mullin, Principal, Econsult Solutions, Inc.

As Co-Chair of the Econsult Solutions (ESI) Board of Directors, Stephen Mullin provides expertise to clients in the fields of economic development, public finance, policy analysis, real estate, energy, and business and government strategies. Mr. Mullin served as President since the firm’s inception and is now guiding strategic planning and development of the firm for its posterity.

Mr. Mullin’s consulting practice dates back to 2000, having served a client base ranging from state and local governments and agencies, private businesses, real estate developers, and not-for-profit institutions.

Prior to entering private consulting practice, Mr. Mullin served in top-level city government and private business positions. While in these positions he was directly involved with urban government issues including: tax and expenditure policy; capital infrastructure, pension funds; economic development; urban growth and planning. He served on, and chaired, many public sector and other quasi-governmental boards and commissions.

Mr. Mullin has taught graduate level economics, public policy, and public finance at Philadelphia and St. Louis area universities for over 40 years. Among his nearly 10,000 former students are experts and leaders throughout the private and public sectors. He writes for publication, has delivered speeches, provides expert opinion to the media, and is a frequent presenter on panels and symposia. In 2007, he was voted one of Philadelphia’s 101 most connected people.


Jeremy J. Grey, Executive Vice President of Industrial Development, Hilco Redevelopment Partners

As Executive Vice President of Industrial Development, Jeremy oversees nearly all facets of HRP Philly’s development and redevelopment process. Building off of his 16 years of experience with infrastructure projects, vertical development, and large-scale complex developments, Jeremy provides overall management oversight, master planning, entitlements, permitting, local government interface and leasing for the project.

Prior to HRP, Jeremy worked at CenterPoint Properties where he served as Vice President of Development and was responsible for several aspects of development. Before CenterPoint, he was a Staff Engineer for CEMCON, Ltd. as well as an Associate Engineer for Parson’s Corporation.

Active in industry organizations, Jeremy is a member of NAIOP Commercial Real Estate Development Association, American Railway Engineering and Maintenance of Way Association (AREMA), Council of Supply Chain Management Professionals (CSCMP), and the Midwest Association of Rail Shippers (MARS). He is also a board member of the Will County Center for Economic Development. Jeremy is a licensed professional engineer for the State of Illinois and received a B.S. in Civil Engineering from the Illinois Institute of Technology in 2003.



Thomas Dalfo, Senior Vice President, Real Estate Services, PIDC

Tom Dalfo is Sr. Vice President, Real Estate Services of PIDC, a public-private partnership between the City of Philadelphia and the Greater Philadelphia Chamber of Commerce to drive investment and development throughout Philadelphia.  He is responsible for the sale, management and acquisition of Philadelphia’s publicly-owned industrial land.  Previously, Tom was part of a PIDC team focused on the acquisition and redevelopment of former military facilities closed as part of the Base Realignment and Closure Acts, most notably the former Philadelphia Navy Yard. Since 2003, Tom has managed 200+ land sales and acquisitions, encompassing 2,000 acres of land throughout Philadelphia valued at more than $200 million.  

Tom’s team at PIDC has been at the heart of Philadelphia’s renewed research and planning of the city’s industrial sector. Over the past decade, Tom’s group has managed the Manufacturing Growth Strategy for Philadelphia, The Lower Schuylkill Master Plan, the Industrial Land & Market Strategy for the City of Philadelphia, and Philadelphia Delivers: A Hub for Logistics & Distribution.  

Prior to joining PIDC, Tom was the Director of Economic Development for the Philadelphia Water Department.  In the mid-1990s, he was with the Cooper’s Ferry Development Association, a private, non-profit organization responsible for planning and implementing the Camden, NJ waterfront master plan.

Tom completed his undergraduate studies at La Salle University and has a master’s degree from the University of Pennsylvania’s Fels Center of Government.
